Joan Peel Mulligan, longtime resident of Silver Spring, MD, passed away early in the morning of Friday, December 8, 2017, at Brooke Grove Rehabilitation and Nursing Center in Olney, Maryland. She was born on December 8, 1929, to the late Robert (Sam) and Ruth Peel in Washington, D.C. Joan graduated from Eastern High School, where she met her future husband, Edward. Joan and Ed were married on June 11, 1949, and remained happily married until Ed’s death in July 2014.
Joan had a long career as a legal secretary for the Washington D.C. tax law firm of Ivins, Phillips, and Barker. She and Ed were world travelers, and regarded an African safari as one of their favorite experiences. Joan loved cooking and entertaining, especially at her summer cottage near Solomon’s Island, MD. She was an expert knitter, and many family members and friends have a treasured Christmas stocking or sweater she made for them. Joan led many volunteer projects over her lifetime, starting as a young teen, when she organized a Thanksgiving dinner for soldiers away from their families. More recently, she worked tirelessly to acquire a new organ for University Baptist Church, in College Park, MD where she was a member. Joan was an avid animal lover and was devoted to her many dogs and cats over the years.
Joan was the sister of the late Doris Peel Dowling. She is survived by her niece, Donna Rae Ballard and her nephew, Robert Dowling and his wife Carol. She also leaves behind grandnephews Kenneth Hendershot, Jeffrey Hendershot, and Michael Dowling, grandniece Kristin Spenser, several great-grand nieces and nephews, and many cousins and friends.
