Robert Owen Duncan, Jr. was born on June 8th, 1941 in Baltimore, MD. He passed away peacefully at home with his wife by his side on November 13th, 2013. Bob was the son of Robert Owen Duncan, Sr. and Cecelia Duncan. He is survived by his loving wife of 46 years, Paulette B. Duncan, and their two sons Robert Francis Duncan and Brian Christopher Duncan.
Bob graduated from Calvert Hall College HS in 1959. He then continued his education at Loyola College of Baltimore, graduating in 1963. He later returned to the John's Hopkins' University to further his education, receiving a Master of Administrative Science degree in 1980. In 1984 he attended the John F Kennedy School of Government for Senior Executives in State and Local Governments at Harvard University.
From 1963-1969 he worked at several Baltimore Public Accounting Firms earning his CPA in June of 1966. Bob then worked for the Price George's County Government for the next 25 years, serving as Supervisor of Accounting for the Board of Education from 1970-1972, Accounting Officer from 1972-1976, Director of Budget and Management from 1976-1986 having been appointed by both County Executives Kelly and Glendening, Deputy Chief Administrative Officer from 1986-1994 as appointed by County Executive Glendening and retired as Chief Administrative Officer in 1995. After a short retirement, he then went to work for the City of Baltimore as the Chief of the Bureau of Accounting and Payroll Services for the next 9 years, retiring again in February 2004. From 2002-2006 he also served as a member of the Prince George's County appointed Board of Education having been appointed by Governor Glendening and County Executive Curry. Finally, in 2011, he was appointed to the Prince George's County Personnel Board by County Executive Baker where he served until his death.
In his spare time, Bob was a photography and travel enthusiast. He and his wife Paulette travelled the world extensively, having visited six of the world's seven continents. He also enjoyed working on home improvements and cooking for family and friends.
Viewings will be held at Donaldson's Funeral Home at 313 Talbot Avenue, Laurel Maryland on Monday from 2:00-4:00 pm and 7:00-9:00 pm. The funeral will be held at St Mary's of the Mills in Laurel, MD on Tuesday at 10:00 am. Internment will immediately follow the service at Cathedral Gardens Cemetery in Elkridge, MD. Rev. Msgr. Michael Mellone will officiate.
