Richard (Sonny) Phelps, age 81, passed away at home in Laurel, Maryland on Wednesday, December 25, 2019.

Born June 10, 1938 in Ellicott City, Maryland, son of Albert and Ruth (Hall) Phelps.  He was a lifelong resident of Laurel, and worked at the Laurel Post Office for 35 years until retiring in 1992.

Katherine B. Smith, 81, a retired HHS budget analyst cited for helping implement the Administration on Aging’s key 1980s block grant program, died peacefully on Dec. 23 in Laurel, Maryland.
